Help APN settings not available

I've been trying for the better part of the day to get data working on my phone. I just switched cell plans to one that gives 3gb of data and I can't get it to work. Near as I can tell from many, many google searches, the problem lies in the APN settings, because it is a GSM network and I have to enter my carrier's settings manually. But I keep getting an error that says "APN settings are not available for this user", and I can't imagine why.

Phone is Sony Xperia Z Ultra
Carrier is Virgin Mobile

And no, my phone is not rooted, and I would really rather not have to do that.

My old plan did not include a data plan

I've heard of it before on here, never seen it for myself, I'm in China. Presumably the Sony Xperia was originally supplied by the carrier, Virgin Mobile, and it's locked and customized for them. There's no user options for the APN details.

You're still with Virgin Mobile, but you've just changed your plan? Think you'll either have to take it up with Virgin Mobile, given that it's customized and locked down for them. Or you'll have to root it and see what you can do with hacking it. Don't know anything about that, never had a Sony Experia.
