Help Why is there a proxy server I never told to?

I'm using WiFi connection at a local library and I keep getting this message in chrome saying unable to connect to proxy server?
OK, well I don't have any proxy's set up. I look at the network settings under this connection and all of the sudden someone or something has set one up?

This is what is says,
Server: 127.0.0.1
Port: 3128

??? What is that?

Ive been coming to this spot for years using their WiFi and there has never been a proxy before.
I tried removing it but it comes back after I restart my phone.

Can anyone identify that address?
Is someone trying to hack my phone?

Looks like the library network is blocking that port. They sometimes do block certain ports for security purposes.

What phone have you got and was it supplied by a carrier? Was it Sprint or something like that? Possibility the phone is trying to communicate with a carrier proxy, but the library network is blocking it. You might never have told it to use that port, but there's something on your phone trying to use it, possibly something the carrier might have done. There's also the possibility of something you've installed, that uses that port.

If you have the Chrome Data Saver on in its settings then you've elected to use Google's proxy server - and the library could be blocking it.

127.0.0.1 is the internal address of your phone - everything that's network capable uses it for internal communication - it's also known as localhost.

The port is being used internally.

So far as I know, Verizon doesn't use global proxies ala Sprint.
