Issue with PlayStore

I've been trying to access the play store but I can't because it says I have to have to enable Background data. When I try to follow the instructions to do so on my N5 the instructions don't match my menus/screens. I'm assuming the rest of you had to do this too when you set up your phones. How did you do it?

You can see that I don't have the menu icon on the data usage page like the directions say I should. All the phones I've had and I've never had to do this before.
