Powering off the note 5

On the iPhone I recalled there was a feature that allows me to enable a floating icon to power down or to put the iPhone to sleep, is there something similar that I can set up with the note 5?

You'd have to root your device to use one of those apps & there are a boatload of 'em in the Google Play Store.
As for that being a built-in feature,no.
Seems simple enough, but,that's been on a lot of peoples' wish list for a long time.
