Help Why are my apps not displaying under "My apps & games" (or updating automatically)?

I'm trying to help my mom get everything set-up on her first smartphone (over the phone), a brand-new Moto X 2nd gen, but it seems like the Play Store app is not showing all of her apps or updating them automatically.

Here's a screenshot that I had her send me, showing only three apps listed under the "ALL" tab for "My apps & games," which obviously is wrong (the "INSTALLED" tab lists the same three apps). These three apps are only ones that she has manually downloaded or updated via the Play Store--after she sent me the screenshot, she manually updated the Gmail and Google apps via the Play Store, so it shows those now, too, but still not any of the many other apps that are on the phone. How can we fix this?

We have already tried clearing the cache and data for Google Play Store and the cache from Google Services Framework, but that has not worked. Google Play Store is version 6.0.5 and Google Play services is version 8.4.89.
 
Not in this case--this is a new phone that has only been connected to one Google account (the current one) as part of the Android set-up process today.
 
What happens if she searches the Play Store for apps she has installed on her device? Gmail or something like that?

If she logs in to her Google account on a computer and visits the Play Store there, does it list more installed apps there?

Correct me if I'm wrong, but even though Google Play has administrative access to the phone it doesn't handle apps installed by third parties, unless those apps are first explicitly verified by Google Play app in the phone.

You said it's a new phone and the google account was connected today, I take it then there's a bunch of apps provided with the phone in Motorola-branded Android.

If she searches the Play Store for apps that came installed on the phone (like Chrome, Google Drive, YouTube, etc.) it lists them as installed (and with updates available, as applicable). These apps just aren't showing up at all under "My apps & games" in the Play Store or auto-updating (though the options to auto-update are selected in the Play Store settings).

That's correct--it came with a whole host of pre-installed apps (Chrome, all the other stock Google apps for Lollipop Android, and Moto and the other Motorola apps). These all show up under both the "INSTALLED" and "ALL" tabs under "My apps & games" in the Play Store on my identical Moto X 2nd gen, but not on hers.
 
Poo. Like I posted initially, I did already try clearing the cache and data for Google Play Store and the cache from Google Services Framework, but that didn't work. If any other ideas come to mind, please do let me know! ...Otherwise, we'll probably eventually do a factory reset.

Couple things to maybe try?
  • Clearing the cache and data on Google Play Services
  • Removing and re-adding the Google account
