Can android app pay money to you?

I know that there are InApp purchase, so you can win money through android app. Is there possible to users to win money through your applciation? Something like a 'wanna be millionaire?' So the users answer correct to questions and win money to his credit card.

Yes, this is possible! But it's the moment where gaming and gambling is getting mixed up. You might have to take care about special requirements in the App Stores. And you will probably have to rely on a real money thrid-party service.
 
Yes, it's something like casino, but the users play one against other.... what I don't know is how can I give money back to users that win?

Probably anything that already covers internet gambling. I think many online casinos and poker rooms have their own apps. And is definitely covered by law and must be licensed by the particular country's gambling and gaming authorities, e.g. you can't operate an online gambling game in China. Many of the existing long established ones such as Party Poker or 888, operate from and are based in places like Gibraltar, which have liberal gambling laws.

I'm sure they all operate their own payment and credit services, using the merchant services from their banks, and NOT Google Play services. Play distributes their gaming apps of course, but you have to register or login separately to the particular casino or poker room.

Of corse apps can pay money! Only if we don't discussing such types of apps that work like casinos. You can test apps and games and then write a short article about it. In thic case, you can develop industrie where developers of the apps will pay you money for your research. In the UpWork you can earn among 5 $ per one report. Probably, it's the only real method that worke. Try it

May not be possible, e.g. if the dev was in China, they can't register as a casino. That's why many online casinos, poker rooms, etc, are licensed and operate in places like Gibraltar, where there's liberal online gambling laws.
