It occurs with a modded APK i try to install. I've never had this problem before. Anyone know?

I've seen this a few times before, I'm in China. 
'Download failed because the resources could not be found'. It appears instantly, and the app or game doesn't even attempt to download the additional data it needs to run
Can often mean your device is missing the Google Play Services framework. Is it a Chinese something or other you've got there?
How you might fix it, what have you actually got, make, model, Android version and where did you buy it?

Thanks for the reply. I don't think it's Chinese. I bought it from a reputable website here in the UK it's an Nvidia Shield Portable I'm using. Here is the link for the Apk. If you could solve this issue for me I'd be truly grateful. Can't find any info on this issue whatsoever.

Yes I've removed your link as that hacked game download has mods that would bypass IAP's which we really would rather not encourage
Your issue most likely stems from the parts missing for the app.
And as the site that you linked steals from the dev, we cannot provide support for, sorry
