When you are not using mobile data on your phone, do you turn data off?

What's the dispute? Whether or not there's any benefit to turning off data? Technically, when it's "not in use" it is off. Turning off data doesn't disable the radio, it just blocks the network traffic from the mobile AP. If you mean when connected to WiFi, then it's a moot discussion as Android will always use an active WiFi connection when available so turning mobile data on or off will do very little.

The only time I think it would matter was if you wanted to block all connections when not within WiFi range (to curb data plan usage) or if you were in an area where the WiFi signal was weak and would frequently drop off. This would cause a continual switching between WiFi and mobile and cause a power drain.
 
It probably depends on your data allowance.

Most people with unlimited or a large amount of data will leave it on, others with a small data allowance or metered data are more likely to turn it off.
 
The problem with turning off mobile data is that you will miss notifications like email and traffic updates (just to name 2). So while it's going to protect your data allowance, it's also going to drop the IQ of your smartphone from "Steven Hawking" down to "Peter Griffin". ;)

I find limiting certain apps to sync when only on WiFi to be a better compromise.
