It is an app that measures the noise around you and regulates the volume of the music stream of your phone based on it.
When you want to know more, you should test it out. It has a ton of settings, that are kind of hard to explain but in the app are some help buttons which should do the job.

I'm sure it does what it says it does but my volume controls been working fine across multiple devices. Is it for headphones with mics maybe?

Yes you are right. The best results are achieved with the microphone on the headphones.
