Currently no, Android phones use ARM processors. Windows 10 desktop requires Intel processors although Microsoft did recently make an announcement it is working on Win10 for ARM.
That definitely was something of a really bizarre one-off of Windows. An isolated OS with crippled lateral compatibility that had an end-of-life date based on anyone's guess. That sounds like they're going to bring back a form of Windows RT. Which was Win 8.x for ARM. And it was a flop I believe, and so it was subsequently discontinued. Win RT looked like PC desktop Windows, but it couldn't run PC desktop software, which is all x86 of course.
Basically, who the hell wants a Windows tablet that can't run regular PC Windows programs. And of course now there's Intel tablets that can. And I do have one. That definitely was something of a really bizarre one-off of Windows. An isolated OS with crippled lateral compatibility that had an end-of-life date based on anyone's guess.
Those are Atom architecture processors though, not the x86 architecture that PCs use. There are Android phones that use Intel processors too.
People have successfully installed Windows 10 (32bit) in Netbook PC with Intel Atom processor. Those are Atom architecture processors though, not the x86 architecture that PCs use.

The difference is that the Netbook devices have USB 2.0 ports while smartphones don't have it, so you can't install Windows 10 directly in a smartphone using the ISO.
Windows definitely supports portrait mode no problem. In fact can prove it on any PC or laptop, hotkey combination, alt + ctrl + arrow key, which rotates the display in the direction of the arrow key that was pressed. But I'm not sure whether the standard version of Windows 10 supports portrait mode on a smartphone, it usually runs in landscape mode on those Netbook and tablet.
