You can't get volte unless the carrier approved it for your phone. Use this https://play.google.com/store/apps/details?id=eu.chainfire.usbhostdiagnostics to check if you can use OTG. Can you clarify other features your are looking for?

What does this mean? The app isn't compatible or it's telling you the phone isn't OTG capable?
Also, whilst the Jolla Sailfish might run Android apps, the best I can tell is that's it's not actually an Android handset?
If the phone isn't capable of using OTG at the hardware level (which looks to be the case), you're out of luck. If it is and it's been disabled by software, there's a small chance you could potentially unlock the feature, but if you're not running Android, we can't really help you.
Like wise with any other feature you're looking for.
Your best bet would be to contact Jolla (or Sailfish, not sure of the actual company name) or find a forum dedicated to the Sailfish
