Is it unlocked or not

Are we talking bootloader unlock or carrier unlock?

If the former, you should see a little open padlock icon on your screen during boot.

If the latter, the easiest way to check is to try a sim card from a different carrier. If it's unlocked, it will boot, if not, it will prompt you for an unlock code.

Device and carrier information would be helpful. :)
 
Different phone models/software versions may display bootloader lock status in different ways. My old HTCs say "Locked" or "Unlocked" at the top of the bootloader screen, but gives no other indication (i.e. you need to boot into the bootloader to be sure).

I know of no other way of checking SIM lock status other than sticking a different carrier's SIM into the device. Carrier-specific models or phones bought through a carrier are generally locked, phones bought new as unlocked phones should match their description, second-hand handsets could be locked or unlocked.
