Can I control which screen a new app icon is added to automatically after downloading it from Google Play. Currently it adds it to a new blank page when there is room on other pages and I have to end up moving it. I don't want to turn it off, but I would like to control which screen the new icon is added to.

You can't control this option on the stock launcher.
You can, however, install a different launcher that has options that you seek.
Nova launcher, and others from the play store....
