can't see the WIFI hotspot + USB Tethering options (Lollipop 5.1.1)

hi everyone

i've spent a countless amount of time trying to find the answer to this and could really use your help. i'm sure its stupid simple for you guys & gals

i'm running lollipop 5.1.1

and i don't see the "wifi hotspot" option NOR the "usb tethering" option (i only see "bluetooth tethering" option if that helps in tracking down the solution)

i looked at friends lollipop 5.1.1 phone and they have it (so i know exactly where to find it in the menus

for the "usb tethering" option i enabled developer options and turned on "usb debugging" but this didn't affect anything

yes thats where it should be (as aforementioned i found it in a friends phone) buts it not in mine
