Nova Launcher let's you do this (only when on homescreens rather than when in apps, of course).

Unsure if it's there on the note 8, but on the S8 and S8+, there's an option which allows you to swipe downwards on the fingerprint sensor to open the notification panel.

Would that suffice?

I'm using the Pixel launcher and it does that and up for app drawer, it's kind of a simple launcher which makes it good for me.

I have it set to swipe on the finger print sensor. Works really well. My 12 yr old stepson thought it was magic!

My touchwiz version is 6.1.45.0 and it says this is the latest version, but I heard that 6.1.58.5 may allow that setting. Doesn't touchwiz automatically update, or not?? I'm with verizon.

Action Launcher can do this via gestures.. it's a great launcher..
