Screen times out after 5 sec no matter what I set it to

I have an annoying issue with my new note 4. Seems no matter what I set the screen timeout to it goes dim after 5 seconds then immediately turns off. I have tried setting it to 10 minutes and still times out after 5 seconds. Downloaded an app from the play store that is supposed to keep my screen on no matter what, and when I open it in get a message saying screen time out disabled, and it STILL freaking times out and turns black after 5 seconds! This is annoying as he'll when using my calculator or my drink receive app while I'm trying to make a mixed drink, or any other app where I have to not touch the screen for more than 5 seconds.. I wish this freaking screen would at least just stay on for 30 seconds to 1 minute. So if changing the settings won't help, and an app won't help what can I do?
 
I've heard of this problem reported on AF a few times and it isn't necessarily specific to Samsung devices. and have had it myself with an Oppo R7 Plus phone, and I know another reported it happening with an LG device. I believe it's a firmware bug that can sometimes happen, basically the screen time-out completely ignores whatever you've set it to. On my Oppo it was fixed with an OTA update. For the Galaxy Note 4, check if there's any updates for it, and is it using stock Samsung TouchWiz firmware or a custom ROM?
 
Assuming you haven't already tried, it may be worth doing a 'wipe cache partition'.

It's the first thing I do when I get glitches like this on my HTC M7 and M9. It has been successful on a number of occasions.
Tried wiping the cache partition and it's still doing it everything is stock on it. Drives me nuts! Even tried a couple of apps that are supposed to stop the screen from turning off and it still does this!
