Delay when making a phone call

Has anyone encountered this issue, when I click on one of my contacts to place a call, sometimes it last about a minute before the phone making the action. It has a very long delay when placing a call...
Note: It just started doing it.

But not universal: I've no such problem.

Sometimes delays connecting come from the network (or one of the networks, if more than one is involved). Those can depend on location or affect some subscribers of a network and not others, so it's not always easy for an affected individual to work out. Especially if, as reported here, it only happens sometimes.

I can only second @codesplice here - you can eliminate user apps as a cause if it happens in safe mode. If you can spot a pattern to when/where/with whom it happens that would provide a clue. Otherwise you can try measures related to the phone app (clearing cache, installing an old version) but no guarantees as the problem may not be in your phone.
 
I just started having this problem this week. I usually can get one call off without a delay, but the second call can take up to a minute to finally start. The only way I have seen to make it go away is to reboot, but then after the first all it starts happening again.
