Everytime I turn off Mobile Data by tapping the Data icon on drop down panel at the top, this pop-up comes up asking me to confirm that I want to turn off Mobile-Data. How to stop it!?

I don't know whether there is a way. Though my Pixel only asks for confirmation from the drop-down panel, not if you use the settings. I don't recall my older phone doing this, so it may be related to the android version.
The Pixel however just asks for confirmation, rather than a screen full of crap (starting with one of the least-used features on a phone, which I found funny). So the confirmation may be an OS thing, but that message is a Samsung addition. That would suggest that a custom ROM might at least be able to offer a less annoying message, but that would be an extreme solution for something like this.
Are you still on Nougat or have you updated to Oreo?
I'm on Oreo and I don't see that message (although as Hadron partly suggests, that could be a result of the debloated ROM I'm using).
That being said, I don't recall seeing that message on Nougat either.
Are you on a branded or unbranded device? Who's your network?
The phone itself is not branded by the carrier, it just says Samsung on the back, and Galaxy S8. I have verizon, bought the phone at Costco.
I suspect they're been paranoid about potential dimwit lawsuits, like with their overzealous volume too loud pop-up warnings, even for Bluetooth.
Those warnings are actually a legal requirement in the EU, all handsets have them.
