You mean taking someone elses? Unsure if I properly understand the question.

Generally speaking, you have to pay for things like phone service, wifi & TV etc. I'm not aware of any companies that legally offer these services for free.

You could buy your own mode and router so you're not renting it from them. It will cost more upfront but you'll save more over the course of 1+ year.

And yeah... You kinda have to pay for internet. If you're looking to save money you should consider cancelling TV or other monthly services but I don't see a legal way around paying for internet unless you live next to a Starbucks.

I bought my own modem/router years ago, haven't paid any rental or equipment fees and couldn't be happier. I only get internet services now, no TV from them and no phone either. You have a lot of cable free options these days, and for they charge you may want to check into all of them to see what may work for you.

If you live close enough to a place that provides a free public WiFi service and you're within that coverage range you can rely on that, but do note that you're sacrificing a lot as far as privacy and security. Public WiFi is a real honeypot for black-hat hackers.
But other than 'borrowing' a neighbor's WiFi, getting free WiFi into your apartment isn't a really viable option. At some point someone is going to be paying for it, the ISP's and carriers don't just give away free bandwidth, if anything they excel at monetizing and double-billing us relentlessly.

You could look into FreedomPop, Its basic service is free but it's also very, very limited. Targets the lowest end of the minimal user sector -- you'll get 500MB per month (which if you used it daily would be roughly 16MB/day) and throttled bandwidth if you're not careful. I exceed that 16MB each day before I even get to my morning coffee.
