Stolen Phone Returned, Now Shows Different Carrier?

I had a Verizon Galaxy S8 stolen, the person was caught. It was returned, but it was wiped and now boots up as ATT, shows a bunch of ATT screens. Then says "No SIM card inserted".

Does that mean he hacked the software, or bootloader? Did something with Odin? How complex was it to do?

I don't know know much about this stuff. Is it easily reversible?

I'm not positive it is, why I used "may." I know there are a lot of laws around messing with the "phone" parts of phones, and anything that makes it unable to call 911 is certainly illegal. If the linked process failed making the phone not talk to either the original carrier or AT&T would be one way the process "may" be illegal.
