Seeing people infoggy screen

Sorry, but what do you mean by "Im seeing people in foggy screen"? Can you rephrase this, as it's not clear to me what it means?

If u go to a screen that is blank u can see people in the window but it looks like you're looking through foggy screen they also can see me little experiment i did to see if they could

The screen you are using to "text" me now in is a web browser program.... Possibly Google chrome, or firefox, or another one.

So, what is the program you are using where you can see people, and people can see you?

Eny program that has halfway clear screen i had firfox it started doing stuff on its own so i deleted it i have a chrome if that help any i had someone hack my phone through Yahoo

So you are saying that your phone is permently acting as a 2-way video, no matter what app you are using (except faintly superimposed on other apps), and that the people on the other end are watching and reacting?

I've never heard of such a thing, and can't imagine why any hacker would do this either. If you take a screenshot are these people visible in it? What happens if you turn off WiFi and data?
 
Factory reset the phone and don't add back on the account you suspect was the problem. You can also physically cover the front facing camera if you have concerns. That would take care of any possible issues, although I've never heard of a hack like that either.
