Voice mail not working

I've had this Alcatel U5 for about 2 months but the voicemail has never worked and although I've tried a couple of so-called fixes I cannot get it to work. And I keep getting a voicemail every day, the same onumber, probably spam and I cannot get rid of it!

Every time I start messaging I get com.android.phone has stopped, start app again.

To be honest, I've never really used voice mail so I don't know how to set it up so some advice/instructions would be appreciated!

I only want to use it so my wife can contact me.

Voicemail is usually provided and handled by your carrier's network. So I think you'd definitely need to check with them about provisioning it, like sometimes you might have to key and send a certain star-hash "*#..." code from the phone's dialler to activate.
