Galaxy J7 (2016) issues

I recently bought a Samsung Galaxy J7 (2016) from some guy online and the phone has some issues. It says its running android 6.1 but only the icons look like the 6.1. The rest of the phone is like an older version like 4.1.1, from the camera, the music and video players, there's no google play services, no FRP required when i reset the phone. Can I fix this? And how? Thank you
 
You can reflash the latest stock firmware and that should put it to fresh out of the box condition.
What is the complete model number, country and carrier?
 
Open up your phone key pad like you are making a call and input this code
*#1234#
Should display software info and CSC Codes

The three screenshots from the info app is pretty much a dead give away. Should have a lot of information listed if a genuine Samsung.

I just noticed one of the screen-shots has "Dalvik 1.6" under Java Virtual Machine. That means it is running something like Android 4.1. Android 6.x would be "ART". Given what this phone is, there's no chance of updating it.

Ok brother, how about you try to install Google Play Services..the lock of this is what causes not to be able to update any thing and further more to the Google Play Store not to function and do it's thing..after you are able to install or update the Google Play Services your phone well be whole again..

Try to see if you can get a hold on this particular version..
This one has saved me in the past when ever I neglectfuly make my phone unstable due to uninstalling a core system application..
