Is Android ever going to to be able to supported so I can theme my Moto E- 4

Well it isn't supported on Android 7.1.1 nauget.

Substratum is, it might not be on your device, but I've used it on several Nougat devices without any problems.

Substratum is but I believe that to use Andromeda to enable it on unrooted devices requires 8.0 or later.

@El Presidente & @Hadron are correct, SUBSTRATUM DOES WORK on the E4 & E4+.. I had it running on stock with Root

No. Use fastboot to flash twrp and then flash Magisk or SuperSU from twrp
