The Galaxy S4, i9500, octa core model is now some 5+ years old and with a few exceptions, has not received an update for 2 years. Having said that, most CSC codes ended their life on Android 5.0.1
I am having a problem tracking down the firmware for your CSC code that you show. The nearest I can find in the Samsung Galaxy S4 library for the i9500 is for the Black Edition for the Caucasus Countries. Perhaps you could re-check your firmware details and CSC code as per #1.3 of 29 Galaxy S4 models - know yours? and re-post them. Also, #1.4 of that guide explains reasons why you may not have received an update... for instance, if your phone has had a different CSC coded firmware flashed to it previously or you are rooted.
Could also be that you have a modified I337 AT&T S4 that the build prop has been modified to show I9500.
If this is the case, no firmware will work except for what you have on it now.
It would take someone smarter than me to tell you how to remove the modifications. Might want to take it to a local shop.
