Can't download a text message

I get a message and it says to "Tap to", I tap it, it moves a little and then nothing happens. This has happened with 3 texts, I know 2 of the 3 are iPhones. The other significant thing is my phone upgraded to Android 9 yesterday and this is the first time I've had a problem receiving from these people.
 
Are you using the stock Android Messages app for messaging or something else? Also, what carrier are you using, and does it matter if you're connected to Wi-Fi or mobile data?
 
If this is only MMS then check your APN (access point names) settings. Many service providers use different APNs for MMS and data, so if the APN for MMS is wrong then it can produce exactly this problem.

You should be able to find your service provider's APN settings from their website (otherwise a web search will quickly find them).

Thank you. I will do this, but my husband's and sister's phones don't have the problem and they have different phones. I should have included that in the initial problem description. I'll let you know. Thanks again
