Help S Pen removal stuck on 'create note'

I tried the S Pen Removal menu in 'Advanced' and changed it from 'Do nothing' to 'Create note'.
So when the S Pen is removed when the Note 9 is a asleep it triggers the note taking screen.
But now when I go back into the 'S Pen removal' settings and change it to either 'Do Nothing' or 'Open Air Command' it doesn't change the action and still launched the 'Create Note'.
I tried shutting the phone down and restarting but it's still stuck on that action.

i have the note 8 and 9.

when the phone is off and you pull out the stylus, you should only see the note taking feature to pop up.

when the phone is on and "awake", then you have the option to see air command, create note, or do nothing. when you set to do nothing, you still see the air command icon but it doesn't open up.

I have not changed my S-Pen action on removal. With the screen off, the attached picture is what I get when I pull my S-Pen out, this is the normal behaviour.
