If your emails are still in the outbox, it means you don't have your SMTP settings entered correctly. Is this for gmail or a different email account?

Is Outbox the same as the Sent folder but in Windows Mobile speak?

No, the outbox is where mail sits waiting to go and once the server confirms the MTA (mail transport agent) accepted the message then it moves it to the sent folder.
