Full screen tutorial message doesn't go away

Also, perhaps your have your nav bar to auto hide itself. Go to Display settings, nav bar and toggle that option off so that the nav bar is always present

Also, perform a screenshot of your homepage with the popup on so we can see exactly your setup.

Not sure if this will help but it does tell you how to undo the fullscreen setting:

Nope didn't work. Worth a shot though.

I'm not seeing an option to turn off/on auto hide.

The link on the first post is for a picture that shows the message. To clarify it isn't a pop up. It is a tutorial message that explains where the nav bar is hidden that shows up the first time you launch a full screen app that hides the nav bar, ie games. The problem isn't that it is showing up, the problem is there is no apparent way to confirm, ok or whatever your supposed to do to acknowledge the message to make it go away (I have tried everything I can think of including a Bluetooth keyboard). Because I'm unable to acknowledge the message it continues to believe that I am launching a full screen app that hides the nav bar for the first time so the message shows up.

Are you using the Samsungs game tools feature? The notification I see on your image does not match what I would see when using the full screen mode.

Even if I reset the Game Tools app data back to default I do not see that notification on my S8+.

You would have to factory reset the phone to make it appear. I'm certain that this message is from android itself as a similar message appeared on my LG, which has android v7.0, the first time I launched a app that hide the nav bar. The message screen itself doesn't seem to accept any input however I can make the nav bar appear if I swipe down from the top to reveal and interact with and return to the home screen directly by pressing where the home button would be if it wasn't hidden. So when this appears I'm not locked out of the phone just the app. I would also like to note that if I run the app in split screen the message doesn't appear, which makes sense given that it isn't running in full screen.

I've been looking for the developer options to see if there is some setting in there that could help, but I've been unable to find them.

Just curious, when that message appears, and your nav bar disappears, what happens if you swipe up from where your nav bar should be?

I've tried doing a full factory reset that didn't work. I'm not using a launcher application.
I meant your built in launcher. eg, my stock launcher is called, "Home"

vs my 3rd party launcher called, "Nova Launcher"

But if a factory reset didn't help, I'm not sure what to do. I wish I had your device to tinker with it and find the solution :(

So what is the propose of a launcher exactly? Is it what the phone uses to launch all apps or just for games?

I figured out what exactly is going on the message requires you to swipe from the bottom of the screen, however rather than that message being bugged the problem is that the action swiping from the bottom of the screen to reveal the nav bar is not working or possibly disabled somehow. One of the first things I found is that swiping up on the home screen shows all apps that could be for whatever reason interfering with the revealing the nav bar or swiping up to reveal the nav bar could be disabled somehow and for some reason it is disabled by default.

I figured out the problem. It is a bug from the android 8.0 update. It is the only thing that makes sense because this problem didn't occur until after I had gotten the phone back after sending it off for unrelated reasons. If I could revert it back to version 7.0 I think the problem would be fixed.

Not sure if you can downgrade Android version. Usually if you try flashing with Odin, you need the current version that is on the phone or newer. If you try and it doesn't work, you get a SW REV CHECK FAIL and the phone will reboot back into the current system.
Haven't owned a Samsung since the S5 and was totally lost trying to find the app drawer on a coworker's S8.

Oh well something just isn't right about the digitizer it had always felt off, but wasn't able to confirm it until got to compare it to another S8. So I'm returning the device. I very much appreciate all your help.
