Help Connection problem or invalid mmi code

Hello,
i have samsung galaxy s3, android 4.3
When i try to dial contact, i get message connection problem or invalid mmi code.
I found video tutorial to fix this issue but: i have no sim manager under networks, or under about phone.
And i am using only one simcard.
No idea why i am getting this issue.
Please Help !
