What version of Android are you using?

Look for the "Draw over other apps" permissions setting in your phone's Settings. You can find the app that causes that error message by turning off the permissions one by one.

So you are using Android 6 Marshmallow.

Turn off all the permissions including Google Play to see if the error persists.

Do you remember when this happens and the apps you installed just before it?

I remember that I never saw this problem before I installed Google Photos. I keep trying to record my actions in Google Photos, using the Google Play Games app. I open the Google Play Games app, and press the record button on the top. Then when the recorder shows, I press Home. Then I try to open the Google Photos app, and then this error shows.
 
So Google Photos is the only app that triggers that error message?

Do you mind trying another version of Google Photos?
