What does downward arc with moving circle mean?

After following grick's instructions in the rooting thread, I've been seeing an infinite loop of a downward arc (sort of like a "frown") with a circle moving from right to left.

What does this mean, please?

That is the Lineage OS boot animation. You seem to be in a boot-loop. I replied in the root thread, have a look.

My bad dude. Rewipe and use the edl tool to reflash TWRP 3.2.1 and then try to install Len 14 again but keep in mind it takes like 10 mins the first time.
