Yes bluetooth was working. Can you post the steps you took that got it to work. So someone else can follow exactly what you did.I got working however bluetooth doesnt work for whatever reason. I'm going to restore once again and see if it was just a glitch. did you have bluetooth working when you created the backup?
Try step 4 to 8 after you restored it again.Same results Bluetooth greyed out after restore
Since I did not have ths stock files this is what I did first I download the two files to my sd card

Then I rebooted into twrp
1) Wipe Dalvik/Cache,Sistem,data,internal storage, except MicroSd where your files are.
2) did not have the stock zip so I flash with the non rooted stock zip file that I downloaded into the micro sdcard.
. press back click install
then I click back again and click install no-verity-opt-encrypt-6.0.zip
4)System Reboot (it will stay in the logo of ZTE now return to restart in recovery)
5) Wipe normal, not advanced.
7) Reboot System
8) it stays on the zte logo for like 5 minutes then it starts.
I save those files to my mega account in case I need them again.

Trying to help you I accidently clicked wipe. arrgg but here is what i'm doing step by step on how i'm getting my phone back to work.
. I'll explain it more clear
Since I did not have the stock files this is what I did first.
I download the two files to my sd card then I rebooted into twrp
1) click the Wipe tab. select advanced Wipe .check Wipe Dalvik/Art Cache,Sistem,Data,Internal Storage.Cache, EXCEPT MicroSd and USB-OTG where your files are. slide to wipe then click the back button do not reboot system. then back again with the arrow untill you see the install tab
2)click the install tab select the storage micro sdcard and click ok.
3 select ZTE-ZMAX-PRO-B21-STOCK_NON-ROOTED.ZIP.
4.then swipe to confirm flash.
5.ill say this may take 5 minutes or more.
6.ill say no os installed! Are you sure you wish to reboot? then swipe to reboot. if the it loads the welcome screen just turn off first. then turn it back on by holding the volume up button and power button at the same time.
7.in twrp click install tab. click select storage select micro sd then click ok.
8.then click on the no-verity-opt-encrypt-6.0.zip then swipe to confirm flash. when its done ill ask if you would like to install the official twrp app. swipe to install twrp app and it will reboot.
9.if it loads in the welcome screen turn it off then turn it back on by holding the volume up button and power button at the same time to go back into twrp.
10) click the wipe tab. then slide Wipe to factory reset, not advanced wipe.
11) then click Reboot System
12) it stays on the zte logo for like 5 minutes then it starts.

I changed the steps now it's 1 through 12. I wrote down every step. And notice that I took extra steps. Anyways if you try it again let me know if it works.Thats exactly the steps I followed but bluetooth is still busted on the rom for me. I appreciate the help.
