Just dont tether 20 GB movies, and you should be fine. Simple web browsing, that is not a replacement of your current ISP at home.

Use Your Android Phone as a Wireless Modem - PCWorld

This is now an official feature of the Android Froyo 2.2.1 JPY update. It's in settings under "Wireless and network". No rooting needed.
Very handy. There will soon be no need for anyone to buy the 3G iPad as everyone will just tether the cheaper WiFi only iPad.
