I just downloaded the game shadowrun for android(jellybean 4.2.2) and it installed fine with no errors but when the game loads it says (Download failed because the resources were not found)

It sounds like you have downloaded the APK file from a website? Which then requires an additional data download when launched which judging by the age of the game may no longer be available.

This is just a guess tho.

Wasn't the game downloaded from Google Play Store?
If it was installed from an APK file, most likely the app doesn't support your device at all. Just for your reference.

That game is discontinued. And the online download resource it needs is no longer there.

Yes, it should be that some resource files which would be downloaded online while the app initializes are unavailable now.
