Issue with wallpaper after a reboot

I have a LeEco Le S3. I can change my wallpaper but once the phone automatically locks, it reverts to the yucky system background. Can I make the change permanent? Thanks.
 
Are you still running the stock OS on that phone? LeEco hasn't been in the US now for a couple of years and hasn't updated since release. I recall the original was buggy to the point of feeling more like a beta. I'd recommend flashing the thing with Lineage OS.

Getting past some of LeEco's Marshmallow-based eUI could be a real problem. You might want to try using a very capable, third-party launcher like Nova:

but depending on how locked-down eUI is at system-level, that might not be a workable solution either.
