Hello! Am I obligated to keep the user's paid items after deleting the game? Can google ban my game if paid items will not be saved there after deleting / clearing memory my game?

Development thread moved to the dev area for better exposure. 
Do you not provide any way for your users to restore their in-app-purchases(IAPs)? No idea if that's against Play Store rules or not, and I'm not a dev. But it's not very good, and basically stinks IMO.
Say your users need to reset their devices for whatever reasons, or change to a replacement or a new device? If users report to Google about losing their IAPs, maybe you might be banned, I don't know?

Hmmm thanks, but what should I do? I'm afraid...
I think you really should provide a way for your users to backup and restore their IAPs(paid items), that's it.
