I'd guess that the current tegra, hummungbird and snapdragon platforms are 32 Bit architectures, that makes about 4 GB (2^32 bytes) of RAM, the reason why your Windows can't deal with 4 GB is simple, the 2^32 address bytes are used for either your RAM and also (for example) your Video-Cards Video RAM and also the remaining peripherals in your PC. If you look up, how much RAM you have, you will probably get a value around 4GB minus your VideoRAM. But there is a workaround for this. Try google and search for "Physical Address Extension". There is a wikipedia article on this and Windows has a boot parameter to use this method.
The remainder of your RAM will be slower with this method, but at least you will be able to use it at all.
