In recent days, I have noticed that when I plug in my charger, (in the house, in the car) my battery is not taking a charge. The only way it will charge is if I restart the phone. Upon rebooting, it charges.

I came up with a good idea that may revert the PRL back to 15109. Do you think this will work? What if I factory reset my phone with the SIM Card in the phone. Then, remove the SIM Card and factory reset it again. Then, replace the SIM Card and start the phone up? Would that revert the PRL?
So, my phone had been ghost dialing the *22899 every morning, and draining my battery life like crazy.
So, I disabled JuiceDefender. No luck. I uninstalled JuiceDefender, no luck. It still called *22899 the following day.
