Seems all networks are getting the update but not unlocked ones?

I've tried to get the location to turn on and off Wifi when leaving and entering my house. I've tried cell net near, the radius by net only, Wifi close... None of these never seem to work, they turn off when leaving the house but not on again when I'm home. The only one that seems to work...
