Phone Reading Screen Presses?

My son's S9 has started doing the strangest thing. It's reading aloud aced button or screen presses. To get it to accept a click, you basically have to press an icon 3 times to get it to take it. Is this some sort of mode for the visually impaired or something? Any ideas how to get it off?
 
yes it sounds like the accessibility function....

if you have oreo, i believe it just an option in accessibility (settings>accessibility)

if you have pie, then it is under settings>accessibility>screen reader>voice assistant and make sure it is turned off.
 
Thanks. The tricky thing was figuring out how to get into settings with it acting like it was. If anyone else is having this issue, here's a video on how to turn it off:
