Can't flash Unlock_code.bin

I have done all the steps correctly. Got the unlock.bin file via Gmail sent by htc Devs. But cant flash the unlock.bin. please help.

is the unlock code in the right folder?

Yes it is in the right folder. It is in the same folder where the adb files is

not sure if it makes a difference or not, but directions here says to put it in a separate folder called "unlock-bl"

once you get the token code close the command window. then reopen the command window making sure that it is for the "unlock-bl" folder and then enter

fastboot flash unlocktoken Unlock_code.bin
