Locked screen apps

Why does my Galaxy S9 phone while on locked screen have a camera app on the lower right bottom side and a phone app on the lower bottom left side that do not do anyting ?
 
When I swipe up on the phone icon I'm able to make an emergency call only. To access the phone from there I have to enter my lock code. It is the same for the camera icon. I can't access the phone without my code. However, if I take a picture, follow that link to my gallery, I can then indeed access the phone without entering a swipe code. Not that secure.

huh......well on my note 8 if i take a picture i can view only that picture in gallery. it will not let me see the other pictures without backing out to the lockscreen and locking the phone using the security i have chosen to use.

S8+ using the stock gallery. I can take a pic and follow that pic to the gallery. I can share it from there. When I delete that pic I'm left looking at the rest of the gallery. Exiting the gallery I have full access to phone.

I typed the above and then tried to reproduce it prior to posting. After deleting the picture it requires me to input my access code. I could not reproduce my prior access. I'm required to input my access code to share as well. I have no idea just exactly how I managed to bypass my swipe code before... but I did. :) Honest :)
 
I have tried numerous times unsuccessfully to access my S8+ via the camera app on lock screen. I'm left to assume that my phone unlocked using face recognition without me noticing. It's the only explanation I can offer. I can't reproduce the entry I cited so I retract my statement about it not being secure.
 
Okay, here is my update last night when I just learned how to open the phone and camera by swiping up when the screen was locked it would do it every time and I could access the phone without even unlocking it with my finger or a code. Today it will only let me open the Camera app take a picture and close it I can't see any other pictures or open the phone without unlocking the phone with use of my finger or a code. So again I guess I don't know what use it is to have the phone app in the lower left bottom corner of the screen when the phone is locked does nothing for me. Well except for making an emergency call maybe that's what it's for only
