Assuming you have a LG phone, yes? It appears to be a typical bloatware app, and since it also appears to be a system-level app added by the manufacturer it will be bothersome to remove (your device needs to be rooted).
Go into your Settings >> Apps menu, find that app's entry, and see if you can at least disable it so at least the LIA Informant service no longer runs in the background.
