Help Apps auto enable upon phone startup/open Play Store despite disabling

I have disabled a number of apps on my phone, but 2 of the apps will auto enable themselves each time I startup my phone/open Play Store/update or uninstall an app.

The 2 apps are:
Chrome
Photos

Any workarounds? There is no issues with other apps that I have disabled other than these 2.

those are system apps. i can see why it would do that after an update. you should look into using google photos though. it truly is the best way to save your photos. i never have to worry if my sd card craps out. or if i somehow delete my photos. i know that they are safely stored on the cloud. whats cool is that i can take a photo, hop onto my computer, and after google photo syncs up to the cloud (takes like a sec or two), i can then use my computer to photo edit or whatever.

Why would you want to disable both?
