No idea, though if I had to guess I'd say some sort of workout app.

sorry....but we get this a lot. identifying icons is not very easy unless you investigate it on the phone. there are thousands upon thousands of icons out there that can represent apps notifications. there are even more icons used to notify websites as well.
you might get lucky and someone here might recognize it, but most of these threads go nowhere.
on that note i agree that it might be some kind of fitness app.

I tired but my sister is being my ignorant sister.
I had a look at the Play Store but there are a huge number of workout/female fitness/weight loss apps that have icons along those lines, plus some photo editing apps (for changing your shape for social media photos I assume). That general shape strongly suggests something like these though (female figure with band round the waist, which could indicate movement or a tape measure)
I didn't see an exact match, but notification icons are simpler than app icons themselves, and it's hard to find images of the notification icon.
