Help GPS - only battery saving mode is available?

Android version: 6.0-01008
Tablet model: Alcatel Pixi 4 7"
Model number: 8063

Problem:

In Settings-->Location, the "Mode" has only one option: Battery saving.

No other options are there, so no "Device Only" (GPS)" and no "High Accuracy" (GPS + WiFi + cell towers).

As a consequence, I can't use GPS when I'm on a road.

How can get the other options back in the menu?

you can have the map pre-downloaded over wifi before heading out. are you using google maps?

edit: as long as you have a gps signal and have the mapo downloaded, your maps should work as intended.

Thanks for your reply! I use offline google maps and OpenStreetMap as well. The maps work fine, but my position is not indicated, because of my tablet's location menu setting, which is on the above screenshot.
 
This is what I'd expect if the device didn't have a GPS chip or antenna, but specs claim it should have. And I can't imagine anyone bothers to make a fake Alcatel.

All I can think of is to find out whether you can get the stock firmware for the device and reflashing it (tools for this depend on the manufacturer, and I'm not familiar with Alcatel devices). Or, if you bought it recently enough, take it back on the grounds that it is either defective or does not match the spec it was sold as having.
