Help Does one need an account to download apps from Google Play?

Yes, you need a Gmail account
yep you need a google acct (gmail acct).
So how / where can I see if I am logged in to Google (Play), to that account?
I never log in (and I cannot remember to ever have done it) to Google (Play) before I download an app. So I always must be logged in? Before I can download there always a message is shown to finish the registration (or whatever) but I each time touch "Skip" or something like that. But that does not mean I am not logged in to Google, I assume?

correct. you need to log in or create a google acct.
First, make sure you are using the Google play app, and not the website.
Hit the 3 line hamburger at the top left and see if your logged in

You would have been prompted to enter your Google account info (email address and password) when you set up your phone the first time you used it.
Go into your Settings >> Accounts >> Google menu to manage the various Google services that are getting synced between your phone and your online Google account. Since you're apparently not using a lot or any of them you can disable the services you don't need (taking up system resources). But if you're not using Google services like Contacts and Calendar, be sure that whatever service you are using is automatically backing up/syncing with whichever email service you do rely on. Back ups are important, you don't want to rely on your phone as the only source for your data.

Okay, disabling the services. I will do it. Besides of the ones for back ups.
I just tried Google Drive for back ups. All is backed up now like it is shown.
When I make a back up to Google Drive or another Cloud or such I should use a secure password, I guess. Since one obviously is forced to use a password (there does not seem to be another option) even when backing up to an SD Card, USB-Stick and I didn't want to use one I just have chosen a very simple one. And also for backing up to that Google Drive. Should I remove the back up(s) having a simplest password and re-back up? Or does it not matter?

There's no point in doing all that! If someone has already gained access because of your weak password, it's a done deal. But that probably hasn't happened.
Just change your password now to something stronger, and your files should be fine.
