How to recover data while phone is boot looping

I am not an advanced android user, so I'm not even sure if what I'm about to ask makes a lot of sense.

I have an unlocked OnePlus 3T that is stuck in a boot loop. After booting, it will say "Factory Data Reset" after about 10 seconds and reboot into recovery mode. I tried both "wipe cache" and "reset system setting" but neither have stopped the boot looping. I also tried installing "Dr. Fone" on my PC, connecting my phone to PC via USB cable, and trying to use various different features while in the "Install from ADB" mode on my phone, but it can never seem to connect to my phone. I kind of gather that in order for the Dr. Fone thing to work I was supposed to have installed something before I had the issue? I'm pretty clueless with this stuff.

All I really want to do is make sure my pictures/videos are backed up before I do a factory reset, because for whatever reason I guess I never set up an auto-backup last time I reset my phone a few months ago. Is this possible to recover files without actually booting into phone?
 
not much you can do really.the only way is to reflash a firmware update, but that will delete data. if you had google photos, it automatically backs up your photos to the cloud. i never have to worry about my photos.
 
How did the phone become stuck in the boot-loop in the first place? Was it caused by Dr Fone? It's possible the firmware may be damaged or corrupted, and need to be re-flashed.
 
@ocnbrze Oh, that's a bummer. I had used Google Photos in the past, but I had to do a reset like 6 months ago and apparently somehow I turned off my sync because there's nothing uploaded since April. Reflashing a firmware update will wipe everything?

@mikedt I did not use Dr. Fone prior to this. The boot loop came out of nowhere...phone was working yesterday morning, and then started boot looping in the afternoon.
 
@mikedt I was able to boot to safe mode, but it started the exact same "factory data reset" after a few seconds of being booted. I figured that about Dr. Fone, I already uninstalled it. Are there any not-useless ones like it that I could try?

most manufacturers have their own software. i'm, not very familiar with oneplus so i do not know. i would stay away from any software that you buy on the internet. most of them are a waste of money and most likely are adware of some sort.

That's not good, and could very well be corrupted or damaged firmware, or some other hardware problem with the phone.

Thing is, the phone needs to be stable before you can do any data transfer or recovery to a computer. I have no real ideas now, and re-flashing firmware will erase the phone.
