Problem Loading Widgets

Nothing is installed or uninstalled. But when I restart my phone, the widgets don't work, weather OR Google. After about 15 minutes of being on, they FINALLY start working again. Any idea why?
 
It's the default launcher, and I have 65 percent space used, 11gb free. This is also a new replacement. Same model. Same problem, two different phones. The dumb thing is this isn't a consistent problem, either. It doesn't happen with every restart.
